A Brookings Doha Center policy briefing by Sultan Barakat and Omar Shaban, written as international attention to Gaza's reconstruction faded in early 2015. It reviews why rebuilding after the 2014 war had barely begun — the exclusion of Gaza's institutions from planning, the failure of the UN reconstruction mechanism to get the process moving and the fragile arrangements between the unity government and Hamas — and calls for the unity government to prove it can lead the reconstruction, for genuine consultation with Gaza-based institutions, for pressure to end the blockade and for Egypt to open its border. It renews the proposal for a Collaborative Council for Gaza's Reconstruction with a separately held fund.
