International donor pledges for Gaza reconstruction following the 2014 war — totaling over $5 billion at the Cairo conference — were insufficient to rehabilitate Gaza for a fundamental reason: the blockade remained in place. Without lifting the import restrictions that prevent construction materials from entering Gaza, donor money could not be converted into actual reconstruction. The pledges were politically significant but operationally constrained by the political conditions that produced the war in the first place.
