A Brookings Doha Center policy briefing by Sultan Barakat and Omar Shaban, issued on the day of the October 2014 Cairo donor conference. Drawing on the failures of reconstruction after earlier wars, it argues that Gaza must not be excluded from planning, that aid must be transparent and coordinated, and that the blockade must be lifted for materials to enter. It proposes a Collaborative Council for the Reconstruction of Gaza, chaired by an independent figure trusted by all sides and bringing together the Palestinian unity government, four or five regional states, the EU, the World Bank and the UN, with a reconstruction fund held in a separate account outside the budgets of both the PA and Hamas.
