The Palestine Development Strategy Conference, held in Gaza on September 16-17, 1995, organized by the Ministry of International Planning and Cooperation, represented a practical step toward rational, evidence-based Palestinian dialogue. Over 250 Palestinian experts and specialists participated in working group discussions on strategic economic planning — the kind of forward-looking preparation Palestinian leadership needed to adopt.
However, a critical observation must be registered: the Paris Economic Protocol — the economic annex to the Oslo Accords governing the entire framework of Palestinian-Israeli economic relations — was conspicuously absent from conference discussions. One cannot discuss or sketch a Palestinian development strategy without deep analysis of the protocol that governs the Palestinian territories' relationship with the outside world. Questions about a Palestinian central bank, a national currency, and Palestinian participation in international trade organizations are not peripheral matters — they are foundational preconditions for any serious development strategy. This conference was a promising beginning, but authentic development planning requires honest engagement with the political and economic constraints that Oslo imposed.
