The Palestinian draft constitution contains noble economic foundations that embody the Palestinian people's dream of a just state providing its citizens with dignified living and social justice. However, a rigorous economic reading reveals a wide gap between the beautiful constitutional text and the painful economic reality Palestinians experience under occupation.
The constitution establishes rights to work, education, health, and decent housing — rights whose implementation collides with a solid wall constructed by occupation, siege, and the economic dependency imposed by the Paris Economic Protocol. The fundamental question: can a constitution, however noble its text, become a genuine guarantee of citizens' rights in the absence of complete economic sovereignty?
The conditional answer is yes — if three essential conditions are met: complete political sovereignty as an indispensable prerequisite for economic sovereignty; legal institutions capable of implementing the constitutional text and activating social protection mechanisms; and economic policies that promote equitable wealth distribution and liberate the productive potential of the Palestinian people. The constitution provides the vision — politics and institutions must provide the pathway.
