International financing for the Palestinian Authority faces a fundamental structural problem: the conditions attached to it that constrain its use and direct spending priorities according to donor agendas rather than actual Palestinian development needs. This problem is not new, but has intensified in recent years with the escalation of political conditionality attached to international assistance.
Conditional financing negatively affects human development from multiple angles: when funding is directed toward specific sectors determined by donor priorities, other sectors lacking donor interest are deprived of necessary resources. Moreover, political conditionality attached to assistance weakens Palestinian institutions and constrains their capacity to make independent sovereign decisions.
The correct approach does not mean rejecting external financing — the need for it is real in the current period — but rather building a strong Palestinian negotiating framework that defines acceptable financing conditions and rejects conditions that impinge on national sovereignty, while earnestly pursuing the development of self-generated funding sources that gradually reduce dependence on external aid.
