marks the third anniversary of the Cairo Conference for Gaza Reconstruction, convened following Israel's 51-day summer 2014 military campaign — the most intense attack on Gaza since 1967, causing the worst humanitarian, economic, and social catastrophe in decades.
Donors pledged $5.4 billion at the Cairo conference, with $3.5 billion as direct grants. Three years later, actual disbursements have not exceeded 40-50% of pledged amounts. The UN-led Gaza Reconstruction Mechanism (GRM) was established to verify construction materials usage and manage their flow into Gaza — necessitated by Palestinian political division and Israeli conditions on material entry.
After three years: over 100,000 housing units were damaged; thousands of families still live in temporary or partially destroyed housing; infrastructure reconstruction proceeds slowly; and — most critically — the Israeli blockade remains in place, constituting the structural root cause of Gaza's poverty. What is needed is not a fourth donor conference but genuine international pressure to lift the siege, achieve Palestinian national reconciliation, and unlock the real potential of Gaza's population — potential that a decade of blockade systematically suppresses.
