He added in a phone interview on the program *Awwal Khabar* on Radio Al-Shams that “Gaza is now being administered through a new American administration headed by General Brad Cooper, who is the director of the Civil Security Coordination Committee located in Kiryat Gat. This committee includes more than twenty international institutions and sixteen countries,” explaining that “this means that the administration of the Gaza Strip has effectively become international, and this situation may continue for many years.”
He continued that “the political vacuum resulting from the absence of the European Union, the Arab League, and the Organization of Islamic Cooperation has allowed the American and Israeli administrations to fully impose their shared vision on the situation in Gaza,” considering that “the existence of a unified Palestinian position could have changed the equation at least partially.”
Shaban stressed that “if there had been even a minimum level of unity and a common position, the Palestinians would have been able to coordinate with international blocs and apply pressure against this imposed vision,” noting that “the division among the Palestinian leaderships, whether in Gaza or the West Bank, leaves the Palestinians in their weakest state in the face of the current Gaza administration plan.”
Regarding reports speaking of dubious reconstruction projects, Shaban said: “There is an American plan that includes establishing new neighborhoods for Palestinians near Rafah, in areas controlled by Israel, and housing there will be made available to those selected according to security criteria, without allowing their original residents to return,” explaining that “this plan means the actual division of Gaza and the forced redistribution of the population.”
He added that “approximately 58% of the area of the Strip has become subject to direct Israeli occupation, while around two million Palestinians are being crowded into less than half of the original area,” describing the humanitarian scene as “catastrophic by every measure,” saying: “Imagine tens of thousands living in tents on the Gaza shore without shelter or protection, and with winter approaching, the suffering will multiply tragically.”
Shaban believed that “the human capacity for endurance is limited, and that the Palestinians are living through a tragedy beyond human capacity,” but stressed that “hope for the future requires patience and work to rebuild the Palestinian person before anything else.”
He added: “We must learn from the experiences of history, such as Germany and Japan after the Second World War, both of which rose from total destruction thanks to focusing on rebuilding the human being and society,” explaining that “the Palestinians must now focus their efforts on education, holding elections within two years, and giving young people the opportunity to determine their future.”
He concluded by saying: “We need to be quiet for a while and give time its due, for politicians change, and Netanyahu will not remain forever, just as international balances of power do not remain fixed, but what is important is that we preserve our ability to endure and rebuild from within.”
